Position paper: The solution to grid congestion

A fair and sustainable use of our electricity grid. A short, clear proposal in four building blocks, for policymakers, grid operators and anyone dealing with grid congestion.

In brief

  • The grid isn’t full, it’s unevenly used

Why the room on the grid needs to be allocated differently.

  • Four building blocks

The grid capacity cap, capacity responsibility, the Local System Operator and the energy community.

  • Europe makes room, Dutch rules lag behind

What needs to change in the rules, with Austria as an example.

  • What we ask

Concrete requests to ministries, the regulator, grid operators, municipalities and energy cooperatives.

  • What groupp.energy does

How we already put it into practice.

What we ask and of whom

The position paper makes concrete proposals for the Netherlands. This is what we ask, per party.

Ministry of Housing and Spatial Planning

In the national rules for grid-aware building, also secure how the cap is managed after completion, with capacity responsibility assigned per area.

Ministry of Climate and Green Growth and the House of Representatives

Recognise capacity responsibility as a market role, and scrap the 500-member limit and the generation limit for supply by energy communities.

ACM, the Dutch regulator

Explore a group transport agreement for both small and large consumers, and enable a grid discount for communities that stay within their cap.

Grid operators

Set a cap per area, qualify a Local System Operator and learn together how the cap works, including for small consumers.

Municipalities, housing associations and area developers

Include a joint cap and an energy community in new area plans, right from the drawing board.

Energy cooperatives and business parks

Take capacity responsibility for your own area, with a qualified Local System Operator to carry it out.

Let’s groupp!

Curious what an energy community could mean for your area? We’re happy to think along with you, whether you’re a developer, municipality, grid operator or energy cooperative.
